Complex rebuild hits $40M mark with no reopening in sight

Opposition figures say nine years of funding for the R. T. O'Neal Administration Complex shows mismanagement as the building remains shuttered since Hurricane Irma.

Nine years after Hurricane Irma forced government operations out of the R. T. O'Neal Administration Complex, the territory has committed $40 million to its rehabilitation without setting a reopening date.

Second District Representative Melvin "Mitch" Turnbull revealed the cumulative figure on the National Democratic Party's radio show on November 4, after reviewing the project's financial history. He clarified that the sum represents pledges and allocations rather than money actually disbursed.

"Since 2017, the allocations, not the money that was actually spent but the amount of money that was put towards the executing of the reopen of the Admin Complex so far is about $40 million," Turnbull said. He added: "When you look at the numbers from 2017 to how much, the number our money from 2019, the government has pledged, we are about $40 million and still, we're yet a state of when we can move into that complex."

Turnbull and Opposition colleagues Marlon Penn, Ronnie Skelton and Myron Walwyn have grown critical of the extended closure, pointing to what they view as poor stewardship. "I think the more we are digging into this question, we realize we have a problem with the mismanagement of the funds," Turnbull stated.

The four legislators have proposed a staged approach: completing sections of the building and moving departments back in phases rather than waiting for full completion. Turnbull explained the concept: "All you have to do is fix a particular area. You start one base move in a government department, and then you continue down the road."

Government leadership has resisted this approach, insisting the entire complex be finished before any departments return. Premier and Minister of Finance Dr Natalio Wheatley included a $7 million allocation for reopening work in his 2027 Budget Address but offered no timeline.

The prolonged vacancy has created a separate financial drain. Wheatley told the House of Assembly the Government has paid roughly $18.4 million in rent since August 2017 to house displaced offices elsewhere. Minister for Communications and Works Kye Rymer noted that tenders for work at the complex were awaiting Cabinet approval.
