A new Conservative proposal could grant the British Virgin Islands its own dedicated representative in the UK Parliament, marking a significant shift in how London engages with its 14 Overseas Territories.

The Conservative Friends of the Overseas Territories (CFOT) unveiled the recommendation at the Conservative Party Conference in Brighton earlier this month through a policy paper called A New Era of Partnership: Sovereignty, Security and Sustainability - Redefining the UK Relationship with the Overseas Territories. The document contains 39 separate proposals to reshape ties between Britain and its Territories.

Today, the BVI lacks any permanent parliamentary voice despite operating its own elected government and House of Assembly. The Foreign, Commonwealth and Development Office (FCDO) currently handles Overseas Territory matters within the UK government structure.

Under the CFOT plan, each Territory would gain a permanent seat in the House of Lords. This arrangement would preserve the authority of elected local governments while giving Territories a direct channel to influence decisions on constitutional issues, economic policy, security and international relations. For the BVI specifically, such representation could prove crucial on matters involving financial services regulation, constitutional change, security cooperation and dealings with international partners.

The proposal extends beyond parliamentary seats. CFOT recommends placing overall responsibility for Overseas Territory relations directly under the British Prime Minister, with a Cabinet committee chaired by the Prime Minister and including Territory governments and relevant UK departments. The group contends this centralised approach would improve coordination and prevent decisions from being made in isolation across different government offices.

The plan also calls for stronger protections of Territory sovereignty. No UK government should be able to negotiate away an Overseas Territory's constitutional position without parliamentary approval, the paper argues. It further recommends that a new joint UK-Overseas Territories strategy be created within the first year of a future Conservative government.

This push for stronger representation builds on earlier momentum. In April 2026, the House of Lords Constitution Committee declared that the UK needed an updated policy framework for the Overseas Territories, noting the existing 2012 White Paper had become outdated. The committee flagged inconsistent engagement between different UK departments and the Territories, and stressed the need for early consultation and clear lines of responsibility.

Yet the CFOT recommendations remain proposals from an opposition party group rather than official UK government policy. Whether these ideas gain traction beyond Conservative circles remains to be seen.
