A St. Thomas woman faces domestic violence charges after a dispute with her boyfriend turned violent outside a Smith Bay food trailer complex in the early hours of Friday, police said.

Clonilda Mattue-Federico, employed as a cook at Coki Point Beach, was arrested and charged with domestic violence, destruction of property, and disturbance of the peace. She appeared before Superior Court Judge Carol Thomas-Jacobs on Friday morning, where the judge found probable cause to uphold the charges.

The incident began late Thursday evening when Vincent Frett came to Mattue-Federico's Smith Bay home to discuss concerns about her involvement with other people, according to a police probable cause fact sheet. After their conversation broke down, Mattue-Federico left the house. Frett then travelled to the bar area at Sam's Food Trailers.

While Frett was sitting toward the back of the outdoor bar, Mattue-Federico arrived and began pacing silently around his table before moving closer and throwing drinks at his face and body. After three drinks were thrown at him, Frett threw his own drink back at her and moved toward the parking area.

As Frett entered his Toyota Yaris to leave, Mattue-Federico picked up a glass Corona beer bottle and threw it through the vehicle's front windshield, court affidavits state. Frett called 911 at approximately 1:58 a.m.

People at the scene told officers that Mattue-Federico acted out of jealousy after seeing Frett talk with other customers. Witnesses said she went back to her home briefly before returning to the area, and some reported seeing her carrying a knife.

When Officer Shunna Greenaway spoke with Mattue-Federico, she confirmed Frett was her boyfriend and told the officer through an interpreter that "he brings plenty problems for her," court records show.

Mattue-Federico was taken to the Richard N. Callwood Command in Charlotte Amalie for booking and processing. Under Virgin Islands Code Title 16, Section 91, she was held without bail initially and moved to the Bureau of Corrections overnight.

At her Advice of Rights hearing on Friday, Judge Thomas-Jacobs set bail at $1,000. The Office of the Territorial Public Defender was assigned to her case, with attorney Ryan Larose present at the hearing.

As conditions of release, Mattue-Federico must stay at her Smith Bay address, report to the Office of Probation twice a week, avoid alcohol and controlled substances, and keep working at Coki Point Beach. She cannot possess firearms, ammunition, or dangerous weapons. She paid bail Friday afternoon and was released.

Mattue-Federico is due for formal arraignment before Magistrate Judge Simone VanHolten-Turnbull on Friday, November 6, 2026, at 10:00 a.m. at Barbel Plaza South.
