A motorist whose identity could not be established was taken into custody and held at the Bureau of Corrections after a two-vehicle collision at a Smith Bay petrol station in the early hours of Sunday, September 27, according to police documents filed in court Tuesday.
Virgin Islands Police Department Officer Jodie Welsh arrived at the Bonjour Gas Station at roughly 1:38 a.m. to find a Hispanic male operating a vehicle with plate THV-170 that had backed into the driver's side of another car, registration TIR-733. The man was unsteady on his feet, gave off a strong alcohol odour, and could not produce a driver's license, insurance papers, or vehicle registration.
At police headquarters, Captain Rosalyn Jarvis of the VIPD Traffic Investigation Bureau put the suspect through standardized sobriety checks. He was unable to keep his head still during the Horizontal Gaze Nystagmus test and lost his balance and veered off a straight line during the Walk-and-Turn test. Officers did not proceed with the one-leg stand evaluation. When instructed to blow into a breath-testing device under Virgin Islands law, he could not supply an adequate sample despite several tries.
When detectives sought to photograph, fingerprint, and record his details, the man declined to cooperate or give his name. Because his identity could not be confirmed, he was handed to the Bureau of Corrections under the name "John Doe" pending a court hearing.
He was brought before Magistrate Judge Simone M. VanHolten-Turnbull on Tuesday, September 29, in a proceeding listed on the court docket as case number ST-2026-CR-00242. He was charged with driving under the influence and negligent driving.
