The Virgin Islands has entered into a memorandum of understanding with Hong Kong to deepen financial services cooperation and create pathways for local enterprises to expand into Asia's markets.

The accord was finalised during Hong Kong FinTech Week x StartmeupHK 2026, which ran from 2 to 6 November at the Hong Kong Convention and Exhibition Centre and venues throughout the city. Officials from the BVI's Ministry of Financial Services, Economic Development and Digital Transformation negotiated the terms with Hong Kong's Financial Services and the Treasury Bureau.

Under the agreement, eligible BVI small and medium-sized enterprises and technology firms will gain access to incubation and entrepreneurship support in Hong Kong, including funding, workspace and mentoring. The deal also commits both sides to collaborate on green and sustainable finance, creating opportunities to develop environmental, social and governance investment products such as bonds, funds and insurance-linked securities.

Knowledge sharing on fintech innovation, digital assets and tokens will form another pillar of the partnership. The memorandum also reinforces the standing of BVI corporate structures and investment vehicles in Hong Kong markets.

Honourable Lorna G. Smith, OBE, who represented the BVI Government at the signing, said the accord strengthens the Territory's financial sector at a critical time. "The financial services industry is central to the BVI economy," she said, citing remarks from the Premier's recent budget speech. "Its continued competitiveness and resilience are vital for our ability to secure a sustainable future for the Virgin Islands."

Joseph H. L. Chan, Under Secretary for Financial Services of the Hong Kong Special Administrative Region, characterised the BVI as a longstanding commercial ally. He said the agreement opens fresh channels for collaboration and noted that Hong Kong has created targeted assistance to help BVI businesses enter its market more rapidly and receive broader technical support across key economic sectors.
