A St. Thomas builder is seeking rezoning approval for a 12-apartment complex nearing completion in Estate Nazareth, after constructing the development on land currently zoned to allow only two homes.

Builder Mitchel Christopher said Thursday that the project on the 0.30-acre plot is close to finished. The current zoning designation, however, does not permit the density he has built.

Christopher is now hoping to secure rezoning that would make the complex legal.
