Dr. Natalio Wheatley, Premier and Minister of Finance, will deliver the British Virgin Islands' 2027 Budget on Tuesday, October 27, during a special House of Assembly sitting at the Eileene L. Parsons Auditorium on the H. Lavity Stoutt Community College campus.
This is expected to be the administration's last budget presentation before the 2027 General Elections. The timing comes as families struggle with elevated costs for food, fuel and electricity, while the government juggles infrastructure needs across water systems, roads and other public works.
Household relief will dominate the discussion. The BVI Chamber of Commerce has cautioned that when temporary price controls end, consumers may face steeper bills as businesses pass on higher import costs. Government data shows that selected essential goods held steady in price during the early phase of its relief scheme, but the Premier's address will clarify what additional help, if any, households can expect.
Electricity support is an immediate flashpoint. Officials recently greenlit an extra $2.5 million in subsidies to help residents and businesses through December. The budget will reveal whether that aid continues into 2027 or shifts to other forms of assistance.
Infrastructure financing will also feature prominently. Lawmakers will examine how the government plans to fund ongoing road and water work, the pace of delivery for projects already announced, and improvements to supply reliability.
The Terrance B. Lettsome International Airport expansion project will draw close attention. Government has received two bids for the opening phase, which calls for a 787-foot runway extension at the western end.
Last year's 2026 budget totalled a record $550.6 million. It projected $446 million in revenue, topped up by roughly $54.9 million from existing loans and $49.7 million from fund balances. The Ministry of Communications and Works received $101.3 million, Health and Social Development got $87.6 million, and Education, Youth Affairs and Sports was allocated $76.2 million.
