The Virgin Islands Water and Power Authority (WAPA) has welcomed Lynton Scotland to its Governing Board following his nomination by Governor Albert Bryan Jr. and legislative confirmation.
Scotland brings more than three decades of experience across energy and utility operations. His career spans roles in engineering, procurement, supply chain management, strategic sourcing and leadership at major firms including DuPont, NRG Energy and Consolidated Edison Company of New York. At Consolidated Edison, he most recently held the title of Chief Supply Chain and Procurement Officer, managing procurement and supply chain work for one of the largest investor-owned energy companies in the United States.
WAPA stated that Scotland's background in the energy and utility sectors will help strengthen its operations, boost organisational performance and tackle the long-term energy and water challenges facing the U.S. Virgin Islands.
A native of St. Joseph in Dominica, Scotland attended Dominica Grammar School and is a founding member of the Dominica Academy of Arts & Sciences. He divides his time between homes in Dominica, Delaware and the Virgin Islands.
Scotland has supported Dominica's development through the diaspora. He organised the 2001 Dominica Diaspora in the Development Process Symposium in Brooklyn, New York. Following Hurricane Maria in 2017, he arranged the donation of a 1 MW electric turbine to Dominica, the first such gift from a diaspora member, according to a colleague. The turbine now forms part of the island's electricity generation infrastructure.
