St. Thomas Woman Arrested After Hammer Attack on Home Over 911 Dispute

A woman smashed windows at a family's Estate Nadir house early Monday, telling police she was retaliating because dispatchers would not arrange her a ride.

A St. Thomas woman has been arrested following an early-morning property destruction incident in Estate Nadir that began when a family's dogs started barking aggressively around 2:56 a.m. on Monday.

The homeowner, Latricia Rogers, said her children rushed into the master bedroom and reported that glass louvers were being broken in the spare room. When Rogers went to check, she found shattered glass and an arm reaching through the broken window frame from outside. She called 911, and her husband Jovan Rogers went to the front of the house, where he found Joan Sandstrom standing outside.

Sandstrom told Mr. Rogers that she had been robbed and needed police assistance. She also revealed that she had damaged windows at another residence earlier that same night but had not received a police response. She then placed a gray Stanley claw hammer on an outdoor table.

When officers arrived at 3:06 a.m., Sandstrom explained her actions. She said she had contacted 911 to report a robbery and asked dispatchers to send an officer to provide her with a ride. After a dispatcher responded that "the police is not a taxi," Sandstrom blamed the police department for her decision to damage the windows.

Officers found three broken glass louvers on a south-facing window and recovered the hammer. Forensic technicians photographed and processed the scene. Rogers executed a citizen's arrest at the scene.

Before being taken to jail, Sandstrom was transported to Roy Lester Schneider Hospital after reporting dizziness. She was then booked at the Richard A. Callwood Command in Charlotte Amalie and transferred to the Bureau of Corrections.

Sandstrom appeared before Magistrate Judge Julie Smith Todman on Tuesday morning and was charged with destruction of property and disturbance of the peace by threats. She is scheduled to return for arraignment on October 23 at 10:00 a.m.
