Man held on burglary charges weeks after child abuse arrest

A 23-year-old St. Croix resident has been charged with felonies stemming from a July residential break-in, just weeks after his release on bail in a separate child sexual abuse case.

Angel Louis Rosa Jr. was arrested October 5 on an outstanding warrant tied to a July 9 incident at Plot #114 Estate Mt. Pleasant in Frederiksted. According to court documents, Rosa and associates forced entry by breaking a south-facing window and ripping through a screen. Once inside, they took $300 in cash, two Banco Popular debit cards, and a driver's license belonging to resident Rudolph Payne, the filing states.

Prosecutors charged Rosa with third-degree burglary, petit larceny, trespass, and destruction of other property in the July break-in.

Rosa had been arrested August 21 after Juan F. Luis Hospital reported a case involving an underage victim. He faced charges of first-degree aggravated rape, first-degree assault, first-degree unlawful sexual contact, and child abuse. He was initially held under a $150,000 bond but was released before his October arrest.

During his court appearance Tuesday before Superior Court Magistrate Judge Yolan Brow Ross in Kingshill, Rosa initially declined to complete standard police booking procedures. The judge cautioned him that release would depend on his cooperation with the booking process.

Represented by Public Defender Kira Riggins, Rosa entered a not guilty plea and requested a speedy jury trial. Judge Brow Ross set bail at $25,000: $2,500 cash with the remaining $22,500 as an unsecured bond. Rosa must provide a court-approved third-party custodian, stay on St. Croix, and follow travel and curfew restrictions.

Superior Court Judge Ernest E. Morris Jr. has been assigned the case on Track 3. A discovery conference is scheduled for January 13, 2027, at 9:00 a.m. in Courtroom 211 at the R.H. Amphlett Leader Justice Center.
