The Virgin Islands Police Department has charged two teenagers in connection with an August assault that officers are investigating as a hate crime, with additional charges expected as the case develops.
A 17-year-old and a 14-year-old were taken into custody on Thursday and held at the Youth Rehabilitation Center as they await an advice-of-rights hearing, according to police. Each faces counts of aggravated assault and battery, simple assault, and disturbance of the peace by threats. Hate-crime charges will follow, VIPD Communications Director Glen Dratte told media outlets.
A 16-year-old boy will also be arrested for filming the incident, Dratte said.
The VIPD learned of the assault on October 27 and launched its investigation the following day through the Juvenile Unit. The case remains under active investigation.
Capt. Herminia Rivera, who heads School Security, said the department would not accept such conduct becoming routine. She stated that every person deserves to live without fear of violence or harassment based on personal identity or preferences, and pledged that the VIPD would pursue those responsible for acts rooted in hatred or intolerance.
Members of the public who have information are urged to reach the VIPD Juvenile Unit or call Crime Stoppers VI at 1-800-222-8477. Police assured callers that all reports will remain confidential.
