A roaming cow brought unexpected livestock to the steps of government when it wandered onto the grounds of Earle B. Ottley Legislative Hall on St. Thomas.

The animal grazed on the building's lawn, dodging efforts by employees to chase it away before it left the area. Staff members said the Department of Agriculture later safely rounded up the stray near Vendor's Plaza.

The incident gave new, literal meaning to the legislative Committee of the Whole, or COW, the parliamentary body that meets at the hall.
