Three men were found dead at the Concordia Dumpsite on St. Croix on Monday morning, January 19, 2026, in what authorities are treating as a homicide investigation.
The victims have been identified as Carlos Parrilla, 60; Fernando Santiago, 49; and Omar Castillo, 37. A member of the public alerted emergency services at around 8:08 a.m. after spotting three unresponsive men with apparent gunshot wounds to the head near the dumpsters in the Concordia area. Officers from the Virgin Islands Police Department, Criminal Investigation Bureau and Emergency Medical Services arrived to find all three men dead.
St. Croix Chief of Police Uston Cornelius called the incident "an unfortunate incident" during a briefing at the scene. Detective Chief Marisol Colon Santiago told investigators they are working to establish the sequence of events that led to the deaths and are asking the public for assistance.
Police are focusing on the period between 3:00 a.m. and when the bodies were reported. Investigators want to hear from anyone who heard shots, saw people moving away from the location on foot or by vehicle, or noticed anything unusual in the early morning hours.
"If you heard and you saw anyone walking, running or even driving away from this area, that's information we need," Colon Santiago said. She added that even details that might seem minor could be significant: "So anything that you have, you might think it's not important, but it just may be the major that we need."
The Virgin Islands Waste Management Authority shut down the Concordia Binsite temporarily because of the police operation. The agency directed the public to dispose of waste at the Mon Bijou Binsite, Anguilla Landfill or Cotton Valley Binsite instead, and said the closure would remain in effect until further notice.
