One Corps Wins $15.5M Deal to Guard VA Clinics in Virgin Islands

One Corps Inc., based in Puerto Rico, has been awarded a five-year contract valued at $15.5 million to provide unarmed security across the U.S. Department of Veterans Affairs Caribbean healthcare network. The agreement, which took effect September 1, extends through August 31, 2031 and encompasses VA facilities throughout Puerto Rico and the U.S. Virgin Islands.

The total contract value stands at $15,506,155.20 according to federal procurement records. However, the VA does not publicly break down how much of this sum applies to the two Virgin Islands clinics specifically.

One Corps will deploy guards at the St. Croix Community-Based Outpatient Clinic in The Village Mall in Kingshill and the St. Thomas Community-Based Outpatient Clinic. At both locations, security personnel must be present Monday through Friday, 8 a.m. to 4:30 p.m., except on federal holidays. The contractor supplies all personnel, supervision, equipment and materials needed to maintain this coverage.

Guard duties include controlling access, verifying identification, patrolling grounds, monitoring assigned spaces, assisting with traffic and responding to emergencies. All staff must hold proper Virgin Islands security licensing and pass federal background checks and credentialing reviews before assignment to VA facilities.

One Corps is not new to the role. The company held the previous regional security contract awarded in 2021, which was valued at approximately $8.84 million initially. When that agreement ended earlier this year, the VA provided One Corps a temporary bridge contract to prevent service gaps while preparing the new solicitation.

The latest procurement was structured as a competitive bid reserved for small businesses. Pricing follows an all-inclusive monthly model for each security post, with contractors expected to absorb labour, supervision, uniforms, training, medical examinations and licensing costs in their bids.

The contract permits the VA to add, remove or shift security posts in response to changing operational needs, including construction activity across the Caribbean healthcare system. The network includes the San Juan VA Medical Center along with outpatient and community-based clinics serving veterans throughout the region.
