The H. Lavity Stoutt Community College has signed a Memorandum of Understanding with University College London's Institute of Education, a globally top-ranked faculty in the field of education.

The accord was finalized in September 2026 in London by Tristan McCowan, Professor of International Education at the Institute, and Minister for Education, Youth Affairs and Sports Honourable Sharie B. de Castro.

University College London's Institute of Education holds the number one ranking worldwide for education and ranks eighth overall in higher learning.

The partnership opens doors in multiple domains: student transfers and postgraduate pathways, professional development for educators, research collaboration and knowledge sharing, placements for research students, and initiatives to strengthen tertiary education capacity across the Virgin Islands.

Both institutions plan to develop new offerings that meet local employment needs while drawing on international expertise aligned with Virgin Islands priorities, according to the Ministry of Education, Youth Affairs and Sports.

HLSCC leadership emphasized the scope of the arrangement. "This is about more than a signature," officials said. "It is about building meaningful global partnerships that strengthen our institution, create new opportunities for our educators and students, and bring international expertise into conversation with the needs and ambitions of the Virgin Islands."

The college framed the deal as ensuring that its educational and training offerings keep pace with the territory's shifting economic and social landscape.
