The Ministry of Financial Services, Economic Development and Digital Transformation has announced a series of governance improvements across public institutions in the British Virgin Islands, building on recommendations from the Commission of Inquiry.

Two key organisations revised their internal rules during 2026. BVI Finance overhauled its management arrangements in April, and the National Bank of the Virgin Islands updated its governing documents in August. The Ministry described both moves as evidence of ongoing dedication to sound governance and responsible institutional stewardship.

These changes form part of the Government's broader Governance Reform Transition Plan, which aims to reshape the policies and systems directing how public bodies function and serve territorial interests.

Immigration procedures have also been restructured. Three pieces of legislation: the Immigration and Passport Amendment Acts of 2024 and 2025, along with accompanying regulations from 2025, introduced more transparent standards for assessing Residence and Belonger Status applications. They also established an independent review mechanism for people to contest immigration decisions. From May through June 2026, the Department of Immigration conducted a public education initiative to help residents understand the new procedures.

According to the Ministry, these adjustments promote uniform decision-making, enhance openness in the process, and give applicants a formal channel to dispute certain determinations.

Additional reforms are still underway. A National Employment Policy and revisions to investment and statutory board governance legislation remain under review at different stages, pending consultation and formal approval.

The Ministry said it will keep collaborating with departments, statutory bodies and other government agencies to carry forward governance improvements across the Territory.
